Ok - seems this is more of an issue than I previously thought
I've had to change all instances of "require" to "require_once" inorder to
be able to use my app.
It continually looks up configs - so it tries to redeclare existing
classes when processing Cache/Action.xml for the first time and
Validate/Action.xml
