#593: View::appendLayer() and View::prependLayer() break when given a second
argument

An error is thrown stating that the given "other layer" could not be
found, even though it exists. The code to find and remove the given layer
from the list if necessary is also incorrect, and the functions do not
cater for the case where the same layer is given for both arguments.
