#599: Routing gets horribly confused by a trailing ampersand in the query string

Apache 2 (confirmed on 2.2.3) and lighttpd (confirmed on 1.4.15) seem to
be affected:
* in {{{/}}}, the base url becomes {{{http://}}}
* in a subdir, the base url becomes the current URL
There is code already that strips the trailing ampersand, but apparently,
that is not enough.
