Because stupid Firefox will occasionally send URLs or parts of it as ISO,
not UTF-8. Like when first requesting a page, as it doesn't know the
encoding and won't adhere to the RFC that says it should send UTF-8. So
what it does is send ISO, or, as of Firefox 3, only send the query string
as ISO, which, of course, is even more fun.
