#958: AgaviTimezone::createCustomTimeZone() returns null on unparseable TZ

 AgaviTimezone::createTimezone() can be used to create a timezone mit a
 custom offset. However, if the string is not parseable, no exception gets
 thrown but instead, null is returned.

 This behaviour should be changed in 1.0

 See also #957 where returning null leads to using the default timezone.
