Two handlers remain:
* {{{AgaviLdmlConfigHandler}}}, will be ported for 1.1 when we switch to
Unicode CLDR 1.7
* {{{AgaviReturnArrayConfigHandler}}}, will remain for BC and get a
replacement that kind of works like simplexml, just with the plural
convenience stuff. primary reason: if an element has attributes, then the
value is in a special key (defaults to {{{value}}}), which is super uncool
So I guess we could close this as fixed...
