FYI, Propel 1.3 does ''not'' support the new-style overrides. You must use
the old way.
Regardless, use {{{init_queries}}} (top-level parameter) to add further
init queries for both Propel 1.3 and Propel 1.4 instead of overriding the
config's queries, as you can only overwrite them with the 1.4 syntax
(unless you pick a large enough numeric offset, but that's inconvenient).
