The reference year stuff is probably not necessary, that's hopeless anyway
(our tests will return different results depending on when they are run,
not ideal), but the "DST at beginning of year" thing needs porting,
because right now, a test is failing that asserts that Samoa is currently
(2010-01-13) using DST.
