#1301: Content of Applications config files is overwritten by default config
files

I would expect, that either the settings made in my applications
configuration files do extend or overwrite the settings in the default
config files provided by Agavi.
Currently all settings done in any configuration file, which has a default
configuration file is useless, because the default configuration files are
handled after the application once and just overwrite them.
For example, move any handler from the default config_handler.xml to the
applications config_handler.xml. Expected would be that the applications
still runs, since we haven't actually deleted anything, just moved it to
another place (okay maybe the order does matter, but lets say it does not)
