#1372: FormPopulationFilter doesn't work with other encodings than utf-8

 Since [4530] FormPopulationFilter always outputs utf-8 even though
 ISO-8859-1 is declared in html headers and meta tags.

 This most likely is a bug in PHP, but should be still noted as it breaks
 BC in the Agavi 1.0 branch.

 Reproducing is easy. Put any scnadinavian or other non-ascii chars in your
 html, declare output as ISO-8859-1 and make FPF run. You get messed up
 chars.
