(In [4693]) bump envelope namespace to version 1.1 in all XSDs, add
support to AgaviXmlConfigParser (that was easy, yay) and add XSL
transformations for BC. Did not (yet) bump the actual content namespaces
to 1.1, that'll follow later. Refs #1385
