Why are you using EUC-JP :( The PHPTAL documentation also clearly states
you should use UTF-8 only.
Either way, isn't this potentially a per-template setting? Shouldn't it be
a renderer parameter? I can't see how using an output type parameter is
the solution here (or did you mean a parameter to {{{<renderer>}}} in
{{{output_types.xml}}}?)
