Minutes of TICTOC conference call  22 Feb 2011–03–01

The call started at 14:10 UTC and ended at 17:55. The audio was not as good as 
it had been on previous calls, with frequent echo and background noise.
Attendees included Karen (moderator), Yaakov, Sebastien, Laurent, Manav, Ron, 
Michel Ouellette, Peter Meyer, Tim Frost, Xialiang, Stefano, Silvana, Shahram 
(who came on only for the last few minutes). Those present at the Q13/15 ITU 
meeting were gathered in Room H2 in the Montbrillant building.

The call once again focused on the MPLS encapsulation issue. Yaakov reviewed 
the background of the encapsulation options, contrasting the 1588-specific 
approach with the generic MPLS approach. Manav added that the control plane 
work could be done in such a way as to satisfy both approaches. No-one had 
serious objections to the proposal that we start by advancing the 1588-specific 
draft, and that later the generic method could be advanced.

Sebastien brought up the issue discussed at length in the previous calls of 
whether an MPLS encapsulation is needed for 1588. In his opinion service 
providers would not trust an MPLS layer solution, since between MPLS equipments 
may be Ethernet devices that would not understand the new encapsulation, and 
would thus break any end-to-end TC or BC. On the other hand, hop-by-hop 
Ethernet was universally applicable. Yaakov reiterated that there may be 
service providers that do not have access to layers lower than the MPLS, and 
that the lower layers were not necessarily Ethernet.

Karen stated that TICTOC would be meeting in Prague, and that before then we 
hoped to have a security expert, with whom we were speaking, sign on as editor 
of a TICTOC security draft. Silvana asked if she should respin the TICTOC 
requirements draft that was long expired, and Karen suggested that the two of 
them speak about this off-line.
