We have uploaded an updated draft.

The main changes compared to the previous draft:
* Updates and fixes following the comments we received.
* We added some description of how MPPTP uses unicast negotiation.
* We slightly modified the protocols to flexibly allow a slave to
choose the {master IP, slave IP} pairs it decides to use.
