My home network sees a lot more TCP than UDP. Is it still "characterized by UDP" ? A copy may be obtained at https://datatracker.ietf.org/wg/tictoc/documents Shouldn't this be pointing to https://datatracker.ietf.org/doc/rfcXXXX/ with a note to the RFC Editor to update XXXX ?
