Oddly, this doesn't work for me.
I haven't modified the ToolbarCommands shadow tiddler, so it should be
fine - but the Decrypt command never shows up. (I took a quick glance at
the code*, but can't see an obvious reason for this.)

* btw, while it doesn't make a huge difference performance-wise, you
might not have to use a RegEx to extend the toolbar:
...ToolbarCommands.replace('+editTiddler','decryptThis +editTiddler');
