That keyboard combination here (US English keyboard) would be a tilde (~, 0x7e) character. The "¬" character (Unicode 0x00ac, UTF8 0xc2,0xac) may not be typeable on many machines but should display just fine. Really depends on the use. Perhaps a multiple char combination?
