Two ways I can think of, one is the standard new tiddler macro with which you can add desired text while creating a new tiddler:
http://www.tiddlywiki.org/wiki/NewTiddler_%28macro%29 - the other is QuickEditPlugin of tiddlytools, which adds formatting buttons (customizable) and the option to insert the text of any other tiddler: http://www.tiddlytools.com/#QuickEditPackage - take note of additional dependencies you can see at the plugin side.
