I have multiple TWs that have many links between them. If TW A links
to TW B, then B is opened in a new browser window. If I then click
another link to B from within A, TW B is opened in a second browser
window. This is inconvenient if I link to B many times and presumably
it's also risky since changes in two such B windows could result in
one set of changes to TW B being overwritten by another.

So is there a way to have TW A only open a single window for TW B at
most but to change the displayed tiddler in that window to reflect the
latest clicked hyperlink?

In case it affects a chosen solution, I'll mention that I have the
same challenge when linking into TWs from other programs like TheBrain
via Windows shortcuts.

So a generic solution that takes account of currently open TWs would
be great though I'd settle for a TW-specific solution if I had to.

Does anyone know how I could do this perhaps?
