Generally speaking, chances are that this is a browser-level security 
restriction, allowing you to access only files/folders within the 
current working directory.
There is no reasonable way for TiddlyWiki to work around this, nor 
should there be.
However, your example suggests that you're on a *nix machine - in that 
case, you could probably create a symlink from the respective TiddlyWiki 
document's directory to the backups dir, using a relative path to access 
the latter.
