Reenen,These setting are often set as cookies. If you realy want to enforce them rather than letting people choose there own have a look at http://www.TiddlyTools.com/#CookieManagerPlugin<http://www.tiddlytools.com/#CookieManagerPlugin>and other cookie related plugins.
I can't give you much more practical detail at the moment because I am still learning about this myself however it is certainly where you need to go.
