Well, you could pre-populate the regular EditTemplate:
<div class='editor' macro='edit tags "" foo'></div>
However, that won't use the HTMLArea editor, obviously - not sure how
that could be achieved (other than writing a plugin that
hijacks/overrides the internal createTiddlyLink and/or
onClickTiddlerLink functions, mabye).
