I've looked at the older version of the plugin http://www.zagware.com/tw/plugins.html#DcTableOfContentsPlugin and it seems to work ok if you are using an older version of TW.....i've also compared the code, and there are some very minor differences, but it doesn't seem to work when I use the old plugin in the newest release of TW.
Is there any other solution out there to have a wikipedia style table of contents w/links?
