Personally, I think this is plugin territory, as it might be very 
confusing to have a user preference for such fairly low-level/obscure 
settings.
(Also, as you've said, that plugin is rather trivial.)

Well, there's some special handling for Safari, omitting "\u0151" and 
"\u0171" from the RegEx - you might want to do the same in your plugin.
Other than that, it should be fine.
