Mocha has a footer at the bottom of the page, not the bottom of the
tiddler.
Search Mocha for 'footer' to find what you need.
If you mean after each tiddler add the following to your stylesheet:
.tagClear {background:[[ColorPalette::PrimaryPale]]; padding:1em;}
Adjust as needed.
