I have a TW put together that I want to use as a template, if you
will, for other TW's. This template TW includes plugins that offer
options that are turned on or off with checkboxes. For example, the
SinglePageModePlugin. As I understand it, the state of checkboxes in
such plugins is maintained by cookies.

I want to be able to copy the template TW with the assurance that the
values established for the various plugin options all remain the same
in the new TW, as they are in the template TW. I want this to be
true, for myself, as well as for others who would access the new TW
from their own PC. Assume everyone would be using FF3 as the browser.

Does the above scenario require the used of the CookieSaverPlugin and
the CookieJarPlugin?
Are CookieManagerPlugin and CookieManagerPluginConfig also required?

Can some of the cookies be "hard coded" (as described here:
http://www.tiddlywiki.org/wiki/Configuration_Options) but others
cannot; and therefore, have to be stored in a CookieJar?

(I guess I don't have a clear understanding of how all these Cookie
plugins interact. Eric's documentation for them is excellent, as
always, but sometimes I'm a bit slow on the uptake.)
