It may already exist as a plugin? Though, if not, I think it should be considered for core.
My suggestion is that at the top above the tiddlers is a button "page" which when click saves this whole view as page 1 and opens a clean view as page 2 - I should probably call them tabs rather than pages perhaps. Like the tabs in browsers.
