Take a look at http://www.giffmex.org/twfortherestofus.html
In the very first tiddler, Dave uses a two column invisible table.
The contents of the right column are in bold. They are links to other
tiddlers in the same page.
Seems like a good fit for your requirements.
Of course YMMV.
