The offending filter vendor is www.senderbase.org. Here's their response to IT's query:
Unfortunately, this is not an error. As indicated in the information below, this site has been known to host malicious code in the past. While the site itself may not be malicious in nature, it has frequently been targeted by individuals to host malicious code due to the way in which it operates. At this time, we will not allow that site.
