While propagation of older revisions can't be completely eliminated,
use of older revisions in documents that are specifically posted for
sharing only helps to amplify the problem.  Ensuring that up-to-date
plugins are installed should always be a standard step in the process
of publishing a TW document, and is probably the single most effective
way to reduce the impact of the problem (or at least avoid making it
much worse!)
