I had a short play around with Google Maps but didn't find it filled
my needs. I ended up making GeoTiddlyWiki.

It might be worth downloading a copy of this TiddlyWiki with
OpenStreetMaps to see if it fulfils your needs:
http://www.jonrobson.me.uk/development/MapsInATiddlyWiki/index.html

This if used in Firefox will save maps locally so will make your maps
viewable offline unlike google maps.
