I've managed to set up tw's on a shared networkdrive - AND getting my
collegues to use Firefox - without having to install Firefox.
I'll try to adress some of your questions/problems:
1) Downloading a TW
2) "Tinkering" with the header
3) Using FF (for everybody - also those not having FF installed) on a
shared networkdrive

1) When you download a tw, you don't do it from files - save page.. -
you'll have to download without opening it.
You can do this from tiddlywiki.com - using the big blue "download"
button.
2) You don't change the tws html-code directly as a text-file - but
work on it in the browser - using the tiddler: SiteTitle to change the
title. SiteSubtitle - to change the subtitle and so forth.
If you need to put some information into the header. You'll use the
MarkupPrehead, MarkupPreBody, MarkupPostHead or  MarkupPostBody-
tiddlers. Again working in the browser - not on the textfile.
3) If you download Firefox-portable (from http://portableapps.com/)
you can install it on the networkdrive (without any administrator
priviliges!! - its' just put in a folder). Then you can open it and
set your tiddlywiki as the startpage. You then put a shortcut to
firefox and give it a name wich associates to the tw it will open. It
is a little slower - to use FF from the networkdrive - but it's worth
the trouble!!

Hope that you succeed in using tw from a networkdrive!!
Btw: If you plan to let several people write in the same tw - I will
reccomend importing the tiddlylock plugin - to prevent overwriting
entries caused by working at the same time.
