What operating system are you using? Have you made sure that the file is "unblocked"? (http:// tiddlywiki.org/wiki/It%27s_not_possible_to_save_changes)
I just installed IE8 RC1 on Windows XPSP2 to test this and was able to save normally using the latest empty.html from tiddlywiki.com.
