I've since discovered another TW that exhibits the same behavior, but I have a third one that upgraded just fine.
The non-upgradable TWs do work fine as TWs, no problems at all (except the upgrade of course). One is here: C:\Seagull\workwiki.html. The other is here: C:\US\Luellas\lqbwiki.html Neither of these TWs have very many plugsin or extras. I mentioned the browser is FF 3.0.7. OS is Vista64. PC is a Dell laptop. WAIT A MINUTE: I just managed to figure out a way that works. Upgrade still appears to hang, but when I tried old-fashioned import again, I was able to be make it work. However, if I use the Browse... button on the import dialog to find the file, the import (clicking "open") does not find anything to import -- if instead I manually type "file:///C:/ seagull/workwiki.html" into the first field labeled "Enter the URL or pathname here:", then the import works!
