I don't think you have to be a GTD purist to realize that it's harder
to focus on getting things done when you have a hundred next actions
clamoring for your attention.

My way to solve this was to add  new state in addition to next/waiting/
future to move my overflow of next actions.  Once I had a way to
separate things I could work on TODAY from things that were important
and ready, but which it was pointless to worry about right now, my
work got easier to manage. For more details, see this recent thread:

It was a customization, but it was pretty easy.

Did you also see the "starred next actions" tiddler?  That is not
quite what you asked, but it might be useful for you, and it's ready
to go.
