Just bumping this one, so I don't start down a road and find its already been done. It looks like javascript has the ability to set timers, and of course pop-up dialogs and alerts, so this should be doable, right? Or is there anything in TW that would preclude its use?
Most PIM's have the ability to pop-up important reminders.
