Why do you want them to be physically contained in one tiddler ? It looks to me like you want this feature, as a solution to another problem or solution you have developed, that you have not told us about.
What is it you are going to do with this single tiddler once it is combined, that you can't do if you have used the embedded tiddler script Or a ForEachTiddler that displays the content of every tiddler with it's title as their tag. One way, you could do what you want with a procedural difference is to have a new tiddler command that uses the previous tiddler as it's source content. There are a number of ways you could archive the equivalent to your request but without knowing why I would only be guessing.
