If the settings for a TW are saved in cookies, as well as plugin
options being saved in cookies, how do I ensure that a user coming to
my TW for the first time will see it correctly?

For instance, I'm using the "DisableWikiLinksPlugin" from
TiddlyTools.  It has 3 checkboxes in the configuration.  When I go to
my online TW in firefox, I have all 3 boxes checked.

When I opened my TW in Internet Explorer for the first time, it looked
different.  I went to that same plugin, and it didn't have all 3 boxes
checked.

This seems like it goes against the premise of a TW being a self-
enclosed file.

Is this where the CookieSaver plugin would help?
