I have used (http://mptw.tiddlyspot.com/#HideWhenPlugin)

Example excerpt from ViewTemplate:

<div macro="showWhenTagged suspend"><div class='toolbar'
macro='toolbar [[ToolbarCommands::suspendToolbar]]'></div></div>
<div macro="hideWhenTagged suspend">

<div class='toolbar' macro='toolbar
[[ToolbarCommands::ViewToolbar]]'></div>

This works if you are using the ToolbarCommnands tiddler & Core Tweaks
(http://www.tiddlytools.com/#CoreTweaks)
Mine looks like this (excerpt)
|~ViewToolbar|~ToolbarCommands##spacer +decryptThis
~ToolbarCommands##systemConfig ~ToolbarCommands##palette
~ToolbarCommands##tagger collapseTiddler collapseOthers  closeTiddler
closeOthers editTiddler ~ToolbarCommands##newHere * >
~ToolbarCommands##refreshTiddler ~ToolbarCommands##search fullscreen
fields references jump deleteTiddler < |
|suspendToolbar|>~ToolbarCommands##spacer ~ToolbarCommands##X|

Hope that helps,

Mike
