Although TiddlyWiki *can* be used in a server-based environment, it
was primarily designed for single-user use.  Instead of viewing
Tiddlywiki as a "shared workspace" on a central server, think of them
as a individual documents, much like Word or Excel files, where each
individual has a copy of the materials to work with on their own
computer.

You could distribute separate 'workbook' TW documents to each student
incorporating a combination of instructional content, links to
external references, and exercises/assignments to be completed for
each course of study (or perhaps just a section of a course).

Then, as they complete the assignments, have them submit their revised
documents back to you for evaluation and feedback (which you can enter
directly into their documents before sending them back to them for
further work).

Of course, you can also have separate 'teacher's edition' versions of
the various documents, complete with lecture notes, answer keys, etc.
You could even create a document that functions as a kind of "grade
book"... in which you can record the individual progress using
separate tiddlers for each student.
