I can confirm this (Epiphany 2.24.1 on Ubuntu 8.10).
After some debugging, it appears that Epiphany continually checks the 
file's timestamp; when it's been modified, the page is reloaded. 
(Luckily, I noticed this while modifying the TiddlyWiki document with an 
external editor.)
So I guess your best bet is asking the Epiphany folks how that 
functionality can be disabled.*
