That's because TiddlyWiki is just a document - if that document is 
stored on a remote machine (i.e. web server), you need a script* for 
processing any inputs sent to the server:
     http://tiddlywiki.org/wiki/Read-Only_Mode

(I'm aware this doesn't really explain the "why", but I'm struggling to 
come up with a simple explanation of how local and remote access are 
very different scenarios.)
