It is possible that the new operating system is handling the USB
drive's existing fragmentation badly. (Not badly necessarily, but
perhaps correctly, which is bad in your case.)

I have been using USB drives for storing all of my active TiddlyWikis
for several years.  As they start reaching full capacity they become
less tolerant of multiple backups in any particular directory.  A
directory with a large number of backups will eventually start giving
'failed to save' errors.  At first deleting the multiple backups
works.  However as time goes by the 'failed to save' error is
triggered with less and less backups.

Backups notwithstanding, i.e. perhaps you don't keep multiple backups,
the nature of TiddlyWiki invites constant changes and multiple saves.
Few people know or understand the real file management of storage
devices.  Most of us know however that erasing a file actually only
modifies the directory to that file but leaves the data to be
overwritten at a later date.  This results in fragmentation, which
most of us are now aware of and that hard drives need to be
defragmented from time to time.

The rise of flash drives have brought on new problems and new
techniques. (Don't even consider defragging a USB drive it's a
different animal altogether)

However some storage devices (e.g., some USB flash drives) and some
file systems utilize so-called wear-leveling mechanisms to extend the
lifetime of the storage device or medium. These mechanisms ensure that
even if an application repeatedly writes data to the same logical
sector, the data is distributed evenly across the medium (logical
sectors are remapped to different physical sectors). Therefore,
multiple "versions" of a single sector may be created and may or may
not be made available.

I believe that the nature of TiddlyWiki to be constantly saved,
backups notwithstanding, will eventually cause certain sections of a
flash drive to become unavailable to it.  Flash drives do have a
limited life; for this, and for other reasons, one should always keep
this in mind.
