I've made a start on such a project with this plugin:

It allows you to specify RSS fields and formatting for the output.

Unfortunately, you can't view the result of the sample:

  http://marksbasement.tiddlyspot.com/index.html#webRenderTest

online due to your browser's security mechanisms. You have to download
the TW or install the plugins yourself on your local machine.

Adding a parameter to limit the number of items is on my mental list
for the next upgrade. I just sort of suspected that someone else might
already have a complete RSS app, and no sense re-inventing the
wheel. ;-)
