Since No one answered yet I just tell you my inexpert and untested view.

I think what permissions a particular tiddlywiki can have to interact with
the local file system is not so much related to where the tiddlywiki is
located online or loca,l but more to do with the permissions the browser
accessing that wiki has, after all, an online and local web page become
effectively local in cache and memory of your browser when in use. See
http://firefoxprivileges.tiddlyspot.com/ as an example of easy configuration
in firefox.

If you don't use firefox !, use portablefirefox or determine how to grant
your tiddlywiki files/sites permissions in your preferred browser.

As a result of the view I have on this I would conclude "Online TWs can NOT
access a “local” link" is incorrect. they can if the browser permits it, a
risk you do not always want to take with web based sites, but could be
acceptable on a site you control.
