Including the above advice, Try looking at Prism for FireFox to create an application from a web page, Consider FireFox Portable on a USB and using fullscreen mode and it looses it's web look, also Google Chrome browser can create application short cuts, which are self contained windows with Icons in windows StartMenu, QuickLaunch or on the desktop.
Personally my preference is for Portable Firefox in full screen mode as I Love all the great add-ons. Also consider using the browser - be proud and loud, then when questioned demonstrate it is a local file and they may not ask when you really are surfing the net.
