Without giving you an actual answer, I dont ask this question myself because
I use TiddlersBarPlugin at http://visualtw.ouvaton.org/VisualTW.html Thus I
can see all open tiddlers at the top of the screen and usually when I close
the last opened it returns to the previous one.

Another option is to use breadcrumbs plugin
http://www.TiddlyTools.com/#BreadcrumbsPlugin<http://www.tiddlytools.com/#BreadcrumbsPlugin>which
helps with what you are asking, provide the ability to return where
you came from.

*This plugin provides a list of links to all tiddlers opened during the
session, creating a "trail of breadcrumbs" from one tiddler to the next,
allowing you to quickly navigate to any previously viewed tiddler, or select
'home' to reset the display to the initial set of tiddlers that were open at
the start of the session (i.e., when the document was loaded into the
browser).*

The best plugin I know for creating tiddlers with relationships is the
newhere plugin (http://mptw.tiddlyspot.com/#NewHerePlugin) which tags the
new tiddler with the current tiddlers name. As this allows heirachies to be
developed. Something like you are asking for but with a close and return to
next sibling or if none remain to the tiddler above in heirachy would be
even more powerful.
