I've used CreateTiddlersFromCSV http://www.TiddlyTools.com/#CreateTiddlersFromCSV to import the very same csv-files with success - but I like the ImportTiddlersPlugin's ability to sort tiddlers *and* ask if you want to merge, skip or replace with existing tiddlers..
