It's not encoded into the TW (there's an automatic sizelimit set by
FileDropPlugin: <<option txtFileDropAttachDataLimit>>) You can prevent
encoding of attached files by unchecking <<option
chkFileDropAttachEncodeData>>
and ensure getting local paths written to the attached files checking:
<<option chkFileDropAttachLocalLink>>
