I forgot to mention, it doesn't seem to consistently matter if I view the page over the web or locally, but it does work locally some of the time.
Also, I am using html tags in the MainMenu to allow me to set the tooltips, and I just tried using wiki syntax on the local copy and that seems to make a difference, at least right now. I'll post more if I think of anything, but any advice of things to try would be helpful.
